HUD Smokefree Housing Comments 2015

On January 19, 2016, the CALC submitted these comments supporting HUD’s proposed rule to make all publicly owned housing smokefree. The comments encourage the final rule to go further and makes the following recommendations to HUD:

  • Make all government subsidized housing (mixed-financing units) smokefree
  • Extend the 25 foot perimeter around buildings where smoking would be prohibited  to the entire grounds owned by the Public Housing Authority
  • Include water pipe tobacco and e-cigarettes under the definition of tobacco products
  • Amend its Regulatory Impact assessment to reflect the decrease in lost productivity that will result from fewer asthma exacerbations in individuals who live in public housing

Coalition Comments on Proposed ACA Navigator Rule

In April, the Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS) issued a proposed rule implementing provisions of the Navigator program. State Exchanges must establish Navigator programs to provide information to consumers regarding health insurance coverage across Exchanges, and state Medicaid and CHIP programs. State Navigator programs have the potential to greatly assist children and families in enrolling in coverage options for which they are eligible. These proposed regulations create certain training/certification and “meaningful access” standards applicable to entities that operate as Navigators. The Childhood Asthma Leadership Coalition submitted the attached comments to CMS in response to this proposed rule.

HUD Smokefree Housing Comments 2013

In October 2012, the Department of Housing and Urban Development (HUD) issued a request for information on the adoption of smoke-free housing policies. The purpose of this request was to provide a meaningful opportunity for stakeholders to assist HUD in its development of guidance to support the implementation of smokefree policies in both public housing and multifamily housing. The Childhood Asthma Leadership Coalition submitted comments to HUD.
